Dr. Jitendra Singh said that based on the report of the Committee, further changes in the civil services exam pattern will be contemplated with the primary objective of providing a level playing field to aspirants from diverse streams of curriculum like mathematics, engineering, medicine or humanities and at the same time, also ensuring that the youngsters who took up IAS as a career possess a genuine aptitude for administrative job.
Till such time as the recommendations of the expert committee are received and the government subsequently takes a decision on the same, Dr. Jitendra Singh clarified that the General Studies Paper-II (CSAT) in the Civil Services Preliminary Examination will remain a qualifying paper with minimum qualifying marks fixed at 33%. Meanwhile, the DoPT’s decision taken last year to exclude the English portion consisting of 22 marks in the General Studies Paper-II of the Civil Services Preliminary Examination from tabulation also continues to remain in force, he added.
Reiterating the Narendra Modi government’s resolve to provide “maximum governance” and “ease of governance”, Dr. Jitendra Singh said, the decision to revise the IAS pattern was a path-breaking one and aimed to achieve the basic objective of ensuring that the best and the most deserving with a genuine aptitude, should get the opportunity to become a part of the administrative set up of rapidly developing 21st century India.
Dr. Jitendra Singh recalled that soon after the present government took over on May 26, 2014, it was confronted with the demands from across the country for revisiting the pattern and syllabus of Civil Services examination. After prolonged deliberations at different levels, he had himself personally studied the question papers of the last 3 years of IAS / Civil Services examination and come to a conclusion that the issue deserved to be re-looked in the background of inputs received from different quarters. It was also being alleged that the present syllabus and pattern tended to benefit students from mathematics and engineering backgrounds, he said. At the same time, there was also risk of the aptitude becoming a casualty in the pursuit of a secure IAS career, he observed.

Mr. Gary White, Chief Executive Officer and Co-Founder of Water.org, a non-governmental organization working under the auspices and advice of Albright Stonebridge Group, called on Union Minister of State (Independent Charge) of Science & Technology and Earth Sciences, MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh, here today, and assured him of the organization’s commitment to work for “Safe Water & Sanitation” across the world, including in the recently flood-hit areas of Jammu & Kashmir where such work is more urgently required in the immediate context.

Mr. Gary White, who is on a two day visit to India, informed that the organization has invested 7.7 million USD in Micro Finance Institutions (MFIs) to expand water and sanitation lending which has, in turn, stimulated more than 55 million USD private capital to improve water and sanitation conditions in India. Till date, Water.org has reached over 1.5 million people worldwide and 1.3 million in India alone, he added.

Welcoming the offer made by Mr. Gary White and Water.org, Dr. Jitendra Singh said, Prime Minister’s “Swachh Bharat” campaign is in itself a testimony of the high priority that Narendra Modi government attaches to cleanliness and sanitation. In a country like India with heterogeneous living conditions and vast diversity, the task becomes all the more onerous, but the mass participation and enthusiasm inspired by Prime Minister’s call for cleanliness has began to show prompt results, he pointed out.

Appreciating the concern expressed by Albright Stonebridge Group and Water.org for the flood victims in Jammu & Kashmir, Dr. Jitendra Singh suggested Mr. Gary White to work out a strategy wherein the flood relief work in Jammu & Kashmir may be supplemented both financially as well as by way of latest technical know-how.

Minister of State in his inaugural address said that in our preoccupation with rapidly spreading epidemic of adult Type-2 Diabetes Mellitus, there is sometimes a tendency to ignore the fact that there are over 75000 children with Type-1 Juvenile Diabetes in India who require lifelong insulin for survival.
Dr. Jitendra Singh recalled that very early in his career as a medical practitioner and Diabetologist, he had realized that a high rate of death or mortality among such children was because of the fact that in many cases, the parents were unable to afford insulin for lifelong treatment and, therefore, ever since 1996 he made it a rule for himself to provide free insulin to every destitute diabetic child who was insulin-dependent. Till date, he said, there are dozens of such children who have received free insulin from him, some of whom have since grown up, married and employed.
Appealing to all the medical practitioners to adopt this approach of free insulin to destitute diabetic children, Dr. Jitendra Singh said that to bring about a smile on the face of these little ones is the highest form of worship equal to a religious pilgrimage and for a medical practitioner, it is as holy as paying obeisance at a temple, mosque or any other place of worship. Dr. Jitendra Singh assured of every support from the Ministry of Science & Technology to the initiative for helping diabetic children and also for preparing a registry of Type 1 diabetic children in the country.
